Other wind power projects

The planning of a new wind farm in Norway is a complicated process which normally takes several years. A thorough and open process is intended to ensure that all sides of a new wind power project are brought to light before the authorities make a decision with respect to a licence application. Here is an overview of wind power projects for which Statkraft has not yet formally applied for a licence.

The formal part of the planning process for a new wind farm is initiated when Statkraft sends a proposal for an assessment programme to the Norwegian Water Resources and Energy Directorate (NVE). The proposal for an assessment programme describes all the relevant issues of which Statkraft is aware at this stage in the process, and proposes the assessments which should be undertaken in order to develop a sound basis for a decision concerning the licence application. 

When the NVE embarks upon its consideration of the proposal, it is sent to all the parties concerned and other authorities for comment. The aim of this consultation process is to bring to light any comments on the project or proposed assessment programme. The NVE also arranges a local public information meeting in the local authority concerned. At this meeting, the NVE explains the wind power plans and how the authorities’ decision-making process will be conducted.

After a consultation period of around three months, the NVE will examine the proposal and all the comments received. The NVE then draws up a final impact assessment programme, which Statkraft must complete before an actual licence application can be sent to the NVE.

Statkraft has sent proposals for an assessment programme to the NVE with respect to the following projects:

Nordkyn Wind Farm (Lebesby and Gamvik district councils)
Preliminary notification for approx. 750 MW

Four wind farm projects in Fosen (Åfjord, Bjugn, Rissa and Leksvik district councils)
Preliminary notification for approx. 720 MW, divided between four wind farms. The projects have been notified as one project to make it easier for the parties concerned and the authorities to make an overall assessment of the measures proposed. 
In June 2007 Statkraft decided to discontinue the planning of the Leksvik and Rissa wind farms. This decision was due to feedback from written submissions, public information meetings and meetings with the administrations in the affected municipalities.

 
Four wind farm projects in Sør-Trøndelag (Snillfjord and Agdenes district councils)
Preliminary notification for approx. 710 MW, divided between four wind farms. The projects have been notified as one project to make it easier for the parties concerned and the authorities to make an overall assessment of the measures proposed.

Rolfsnes Wind Farm (Bømlo district council)
Preliminary notification for approx. 70-100 MW. 
Impact assessment underway

Oksafjellet Wind Farm (Eigersund and Bjerkreim district councils)
Preliminary notification for approx. 100-120 MW

Berlevåg Wind Farm (Laukvikdalsfjellet, Berlevåg district council)
Preliminary notification for approx. 70 MW. 
The plans have been temporarily shelved due to the uncertain power grid situation.
