Green Hydrogen Electrolyser Zephyros
The Zephyros green hydrogen project is being developed in the Port of Den Helder as part of the Green Shipping Wadden Sea Programme. The planned electrolyser will initially produce 6 MW, after which it will be scaled up to a maximum production capacity of 150 MW. In this way, we make a substantial contribution to making the Port of Den Helder and the Hydrogen Valley in North Holland more sustainable.
Location
Statkraft intends to realize the electrolyser at the Oostoever business park within the consortium. The area is accessed by the Balgzand Canal and the Balgzanddijk on the east side. On the north side, the area is bordered by the Nederlandse Aardolie Maatschappij (NAM) facility and to the south is the Environmental Park East. In the current situation, the location is undeveloped. The total area of the area is about 2.3 hectares. The plot on which the electrolyser is planned had previously been licensed for the realization of a solar park.
The most important activities on this industrial estate are gas treatment from the NAM, the dredging depots of 't Oost and the sewage treatment plant (WWTP) of the Hollands Noorderkwartier Water Board (HHNK). There are no clear laws and regulations for new (green hydrogen) initiatives, so there are no clear regulations for the realization of an electrolyser within the zoning. The implementation of the Environment and Planning Act offers an opportunity to develop an environmental plan within which large-scale hydrogen production can be realised.

Social added value
Zephyros not only contributes to the energy transition, but also to knowledge and employment in the Den Helder region.
Employment
During the construction of the park and its subsequent operation, preference will be given to local companies to provide services and products. A 150 MW electrolyser can create significant local employment, both directly and indirectly, in the following ways:
Direct employment
The construction, installation and maintenance of an electrolyser require specialized labor. Think of engineers, technicians, operators and other skilled personnel.
Indirect employment
In addition to the direct jobs, indirect jobs are created in support sectors that are necessary for the operation and maintenance of the electrolyser. Think of logistics, supply chains and services from material transport services to maintenance and repair services.
Innovation and research
An electrolyser stimulates innovation and research, creating opportunities for local research institutions, academic collaborations and companies to develop and test new technologies and methods.
Economic stimulus
The local economy is boosted by attracting investment, creating new business opportunities and fostering the development of a hydrogen economy in the region.

Social added value
Knowledge
The arrival of an electrolyser offers various training opportunities. In order to make the best possible use of these, local knowledge institutions InHolland and Vonk will be involved in the project in the following ways:
Technical training
Affected employees will have the opportunity to follow specialized training courses in electrolysis technology, process engineering, safety and maintenance of industrial installations.
Renewable energy and hydrogen technology
With a growing focus on sustainability and renewable energy sources, new training programs are emerging in the fields of renewable energy, hydrogen technology, energy management and environmental studies.
Management and logistics
As hydrogen is an integral part of the energy transition, training opportunities are emerging for managers and professionals in the fields of sustainability, energy management, logistics and policymaking.
Energy hub
Zephyros is a consortium that consists of several parties and stands for Zero Emission in the Port of den Helder using HYdrogen for transport over ROad and waddenSea. The aim of the consortium is to boost the green hydrogen economy in the municipality of Den Helder. This is achieved by covering the entire chain, from the local production of green hydrogen by means of an electrolyser and green steam to the construction of a hydrogen filling station and hydrogen ship, within the consortium. Zephyros is an important building block in the hydrogen ambitions of the North Holland North region to achieve a hydrogen chain. The project has therefore been included as an important pillar in the Regional Deal for Den Helder.
